Laura Kauer Garcia is a human rights professional from Buenos Aires with 10+ years experience leading international research projects, facilitation and network building. Her work focuses on the right to protest, free expression, and attacks on activists, including artists and cultural practitioners.

Currently, she’s the Civic Space Program Manager for the International Network of Civil Liberties Organizations (INCLO), coordinating the joint efforts of its 15 national members.
Previously, Laura curated and managed the 2022 Safe Havens Conference in Mexico City, an annual cross-disciplinary convening for the promotion of artistic freedom. She’s worked for the International Cities of Refuge Network (ICORN), the Artists at Risk Connection (ARC) and for Human Rights Watch. She has a Bachelor’s Degree in International Relations from American University and earned a Master’s Degree in Human Rights and Latin American Studies at the University of London. She currently is a member of ICCL’s Steering Committee for the Irish Network of Legal Observers.
